Is case law preferable to statutory law? Why or why not?

Case law is created by judges as they decide individual cases that set new precedents. Statutory law is created by legislatures on the state or national level. Both types of law must be obeyed but statutory law in general is more persuasive because the precedents in case law are not always strictly followed while the rules in statutory law must be followed.
