This is the first time I have come across this term, but if it is what I think it is, I would say the closest answer is (a). When a judge is pronouncing his judgement, it definitely helps to know the state of mind of the offender. What we call as mens rea in criminal law is an important factor which has to be taken into account before deciding the quantum of punishment for any crime. I guess this is where forensic mental health assessment could play an effective role. Hope this helps.
