Not enough evidence found, survivors unable to recall important facts.
Serial Killers-Have same MO and in most cases have 3x the victims then regular homicide suspects, and also are almost never related to the victim as most homicde suspects are.

Basically This Killer just got plain LUCKY, but most people consider the Zodiac dead, and he or maybe even she is slowly being forgotten
